Engagement protocol

How a Sortie or Standing Covenant is opened.

1 — Written request from an official channel

First contact is by written request from an official institutional address or via a designated liaison. Identity, mandate, and chain of authorisation are verified before any substantive material is exchanged. Walk-in or personal requests in this rubric are declined as a matter of standing policy.

2 — Credentialing and mission framing

Once the requesting authority is verified, the command shares the mission framing inside a sealed, sovereign-grade channel. The bench composes the proposed engagement — Sortie or Standing Covenant — with scope, window, deliverables, and treaty-aligned confidentiality terms attached.

3 — Sealed quote, instrument execution, lawful boundary stated

A sealed private-treaty quote is released to the appropriating authority. The standing legal instrument is countersigned, the lawful operational boundary is stated in writing (no civilian targeting, no unlawful order, no operation outside the requesting command's mandate), and the engagement opens at the astronomically correct window.

4 — Held until debrief, sealed at close

For a Sortie, the engagement holds through the operational window and dissolves on debrief, with full document destruction at the command's instruction. For a Standing Covenant, the engagement holds across the term with monthly briefings, full surge cover, and written attestation on each renewal or close.

Engagements are conducted strictly inside the lawful operational mandate of the requesting command, in alignment with the laws of armed conflict and the constitutional order of the contracting state. The bench operates as a quantum-field counsel and field-state asset — never as a weapon against civilians, never as a tool for unlawful orders, never as a substitute for legal, intelligence, or doctrinal authority inside the command itself.
